II Lost and Found Services

1 Processing of lost items by police:

  • A. A receipt will be given to the finder of a lost item for future reference.
  • B. Police will attempt to find the owner of a lost item. If the owner is found, he or she will be asked to bring his or her ID to claim the item.
  • C. Whether the owner of a lost item is found or not, information regarding that item will be entered into a computer database and posted on the Web site of the National Police Agency, Ministry of the Interior.
  • D. If a publicized lost item is not claimed within six months’ time, the item will be given to the finder.

2 For those who have lost an item:

  • A Assistance by the Police Radio Station (PRS):Those who have lost their personal belongings on taxicabs may call the Police Radio Station, which will make broadcasts about the losses. The following are the Police Radio Station’s help lines island-wide:

  • B Internet search:An individual who has lost his/her personal belonging(s) on the street or has lost it/them for a considerable period of time may search for it/them on the Web sites of the National Police Agency, the Ministry of the Interior, and the Police Radio Station.
    The following are their Web addresses:
  • C Claiming a lost item:An individual wishing to claim a lost item must bring his/her ROC identification card or passport and claim the item at the announced police department or the Police Radio Station.
  • D Other tips: If an individual has lost an item at a tourist facility, he/she should contact the information desk of that facility first.

III Application Information for Lost Passport Declaration

  • 1 Receiving units:

    • A Local city (county) Police Bureau’s Foreign Affairs Divisions (Section).
    • B Aviation Police Office’s Foreign Affairs Section or foreign affairs sections of police offices at major harbors
  • 2 Required documents:

  • 3 Processing time:First come first served.

  • 4 Notices:

    • a.The application should be completed personally by the individual whose passport is lost.
    • b.Minors must have their father, mother or guardian apply.
    • c.Foreigners who have lost their passports should report it to the local police bureau’s Foreign Affairs Section or the Aviation Police Office’s Foreign Affairs Section.
    • d.After reporting a lost passport, the record of filing must be taken to his/her nation’s embassy, consulate office or representative office in the ROC to apply for a new passport or travel documents. The new travel documents should then be taken to the local police bureau for exit processing before leaving the country.

IV Traffic Accidents

  • A In cases involving injury or death, keep traffic accident scene intact and dial “110” for police assistance and “119” for emergency medical aid, and place a safety marker at an appropriate distance behind the vehicles. If there are no serious injuries or deaths, and if vehicles remain operable, after marking the position of vehicles at the time of the incident, please move vehicle to the side of the road to ensure safety of persons and vehicles at the scene.
  • B When calling “110,” clearly state the location and time of the accident, vehicles involved, and whether there are injuries. The caller should also provide their name, address, contact phone number, etc. and then wait for the arrival of police officers.
  • C Criminal liability for the individual causing a traffic incident can be reduced if this person personally calls to report the traffic accident.
  • D Persons involved in a traffic incident may go to the “accident handling section” of the traffic police department after 30 days have passed to inquire about assessments decisions of police regarding the case.
  • E Persons involved in traffic accidents may first mediate between themselves for compensation settlement if the accident only cased damage to vehicles or possessions, or when if there are only slight injuries. They may also seek assistance from their insurance firms. If no settlement can be reached, they may consider taking the case to the arbitration committee at the district administration of local government for mediation. Another option is to pursue civil litigation at a district court. (Traffic accidents like this fall within the category of civil affairs, and police are prohibited by law from intervening).
  • F When there are people injured in traffic accidents, those involved have six months within which they may go to the criminal investigation division of the police department or the prosecutors’ office of the district court with jurisdiction over the area where the accident took place to request investigation. In cases involving serious injury or death, investigation is automatically initiated by the police.
